I was referring to the Ruff that Robert Jacobs reported earlier. It's not an abbreviation.

Just went out to Eagle Bluffs. Didn't find the Ruff but I did see 2 Wilson's Phalaropes in pool 10. There were several shorebirds, but the one had the black line on each side of the head with a white area in the middle going down the back of the neck.
