I believe that Short-eared Owls are often active on cloudy days if they are hungry enough. After all some of these birds are probably from the land of the midnight sun and if they did not hunt in the day light they would not eat in the summer. I suspect that the comment about Northern Harriers is correct. At dusk when they sometimes fly together, I have seen Harriers harass them.
