As of about 3p, the Surf Scoter and 2 Horned Grebes were on Phillips Lake -
along with increasing numbers of birders, bins, and scopes.  When I drove
back by the area around 4:30p, the scoter was still sitting in the middle of
the lake.

Edge reported that at 1:30p she had an adult female Surf Scoter at Philips
Lake at Columbia.  There was also at least 1 Horned Grebe.
