I've had anywhere from three to fourteen Mourning Doves around the ground seed.  It depends on what I put out or what others are doing I supose.  Perhaps with more people feeding birds they have remained scattered at home feeding sites instead of  flocking?  The largest numbers I have seen this winter are on gravel areas. - Mariel
