Could this be a Ferruginous? I was just recently directed to a Ferruginous Hawk near Hi Lonesome, and the distinguishing features were white head and white breast with no break in between. This bird fits that description pretty well.

It appears to me to be a classic juvenile Krider's Red-tail.

Stunningly white. Found him at Eagle Bluffs. I lean toward Red Tail but the white is really throwing me.
