 This a aberrant leucistic Ring-billed Gull.  P 8, P7 the only normal patterned primaries.
(The outer primary is P10 in US)

I'm certainly no gull expert but photo no. 2-11-09o shows some aberrant
feathering at P3-4-5.  It is not an ordinary gull for sure.
