The poem makes note of two navigational aids at the dry salvages: a bell and a groaner.  Both are operated by the continuous action of the sea. 


I am always struck with TSE's counterpoint of discrete and continuous time.


"When time stops and time is never ending".  The time discrete sounds of the bell and the groaner are brought on by the never ending action of the sea.
