Seems that the St Louis Zoo had gotten this pelican from a rehabilitation facility in Illinois and placed it in their outside pond at the zoo. It hung out there for a few days then decided to take the next step to the park. If it makes a difference to anyone it is still a wild pelican and hopefully will keep making his way to the rest of the migrating ones along the Mississippi. So, great to see here in the park, but makes more sense why he was so far off course.
