I have seen a Red-tailed Hawk attack a coot walking on ice, but I have never seen one attack a bird in the water. I have seen a Peregrine stoop on a Shoveler on the water, pick it up and carry it a ways and then drop it. The Shoveler then dove under water and never resurfaced. The latter event occurred at Schell Osage W.M.A. J. Kelly Hobbs (Chris' late father) and I saw it.
