They say there are no stupid questions, so here I go.  I understand  
(conceptually) what NEXRAD is but I am having a hard time figuring  
out what it all means.  First of all, I found the link at the ASM  
website, but after trying to connect to it from three different  
computers and a number of browsers, the link is not working for me.   
When I select the St Louis link, there are always errors on the page,  
or a failed link.

I have seen NEXRAD on a bird blogger's post and this link has been  
much more successful for me:  http://www.rap.ucar.edu/weather/radar/

And now the "stupid" questions:

Can you only see past radar imagery?
If I wake up at 1:00 in the morning, can I see it in real time?
What does it really mean?  Am I seeing only bird migration or  
something else?
What IS Regional Reflectivity?

If anyone out there can explain this in lay person's terms, I would  
be so gratetful!!!!!
