When I was leaving Columbia Bottoms todya after missing out on the prairie 
falcon, I spotted an interesting hawk near the exit. I took some pics from 
too far away.

The hawk has basically a white breast and underparts, reddish-brown head and 
dark wings. The puzzling part is the white neck, red partial collar and a 
little bit of red steaking on the sides. Any thoughts?
