Yes, owls pop their bills but I thought the sound is generated by the 
bills coming together.  It sounds like the chickadee made the popping 
sounds with its bill open, by controlling the air in is lungs in some 
manner.  But birds are not supposed to have valves in their lungs. A 
"pop" indicates the complete stoppage of air flow and then a quick 
release, unlike a flowing song.   Maybe someone can give an explanation 
on how the sound is produced.
