Again, thanks to Connie, Bob, Brad, David, and Keith for a rich sharing of 
observations.

I know more about kites now than ever -- e.g. that vertebrates may be a 
larger part of their diet than typically reported.

The utter absence of winter records sure rules out a kite. The other 
suggestions have been ruled out in other ways. I found google.com/images a 
very rich resource. I just looked at a hundred plus Rough-legged Hawk pix. 
There are similar numbers for many species. Some are poor pictures, but the 
huge variety of morphs, ages, and lighting is quite useful.

Until I can get over to the Missouri farm and conduct a stake-out on the 
bird (if indeed it shows up again), it remains a valued learning experience 
(not a tick on a list), but that is valuable indeed.
