The pictures and size suggest to me that it is either a melanistic mallard 
or (more likely considering what I've heard about its behavior and the 
location) a domesticated mallard. There are no traits that even suggest 
scoter or eider (this bird's bill shape is like that of a mallard, with no 
basal hump or scoter/eider feathering patten at the base; the size is 
mallard size; the body shape is dabbling duck; and the habitat is not 
suitable for sea ducks), and the tipping up behavior is a dabbling duck 
behavior.
