Sara, Egypt would be the history of the Kohl.  Egption women, including Cleopatra, used Kohl, on the eyebrows and the eyelids, and it is black.  They still use Kohl in eye pencils.  The reference, however, probably means that the woman was heavily madeup.  These days, women go for a more natural look and while black masccara is still used, most women use a pencil for their eyebrows that mirrors the color of their hair.
