It is also worth mentioning that part of the incongruity may be attributable to the belief that if one is poor, one never spends foolishly.  Indeed, there are certainly some who are poor precisely because they spend frivolously.  I'd say the many casinos here in South Dakota offer ample evidence; not everyone who visits is either an addict or a casual gambler with some disposable income.

And as Carrol rightly points out, there's a difference between a poor neighborhood and a slum.
