I was told by a "high authority", that a mute swan seen in Illinois can
be counted on the St. Louis 50 mile list, but one seen in Missouri can
not be counted. Same authority opined that all Trumpeters are still as
captive birds.

Of course, the Golden Rule of listing ( "it's your list") probably
applies somehow.
