From the OED references I listed, it doesn't seem to be strictly Irish; I would definitely not associate it to witchcraft or magic in the poem. I may be wrong about whether curlers were used or not -- it may be just the paper.

Apparently "curling papers" are the Irish (this poem gets greener by the
line, I suppose) way of saying cloths put into curlers.
