I cannot understand your insistence on linking Dido with F&P.

Dante does not normally link inhabitants of a circle beyond putting them
together because of their sin.

Dido is not even specifically mentioned by Dante.  She is inferred.

Cleopatra, Helen and Paris are all referred to by name.

Why not Cleopatra?

I still maintain that the only reason that TSE used the phrase was that it
sounded good.  That there is no other link between Eliot's poem and Dante.
