If they are the sodomites, does that not mean they are there because they
refused hospitality to strangers as in the original situation?

If you look back to canto XI you'll see that three groups of sinners are on
this circle of hell: blasphersers, sodomites, and those that deny God:
(Inferno XI, 46-48)
Violence can be done the Deity,
In heart denying and blaspheming Him,
And by disdaining Nature and her bounty.
Which of the three groups do you think Dante encounters in Canto XV? Are you
saying that canto XV does not refer to the sodomites?
