Yes, "seculars" use ce & bce, but it was not "seculars" who originated
the usage. It was originally a Jewish usage. It's a way for
non-christians (whether or not non-theists) to recognize "facts on the
ground" without acknowledging the legitimacy of the original rationale
for those facts.
