One can get at the distinction Nancy makes by distinguishing between
"government" and "state." Use state to speak of the police and military
power of the state; use government to refer, primarily, to the provision
of various services. The post office. VA hospitals -- and medical care
in general in states (e.g. most European states) where that is provided.
Social Security. Unemployment compensation. Public parks. Wildlife
reserves. Highways. Trash collection. As social relations become more
humane, more consonant with human dignity and freedom, The State would
tend to contract, The Government to expand greatly. Whether one labels
that "right" or "left" is secondary.
Of course U.S. life is dominated by that bizarre interpretation of the
Fourteenth Amendment which treats corporations as people.
