Sorry. I try to stay away from political posts but I felt I should
amend some problems with the following post.

The Sunday Herald report doesn't mention whether Bush or Cheney or
anyone else asked that this report be written. Anyone can write a
report for the use of someone else. If they did ask for the report,
did they say what they wanted in it or did they ask for the opinions
of the people at the think tank?
As for the Sunday Herald's sleuthing - from this webpage I see that a
report with this name was released in September, 2000

You can download a copy (PDF) of the "secret" report.
A web search also shows that this "Rebuilding America's Defences" stuff
was in Washington D.C. papers in December, 2000.
